The Tablighi Jama'ah place a guard over the shoes during congregational prayer.

Machine translationRead the Arabic original
The questioner : Regarding the matter of shoe theft, this is one of the matters that was prevalent in the time of the Messenger of Allah (peace and blessings be upon him). This means it appears that there is something permissible in this matter.
Al-Halabi : Our Shaykh, the Tablighi Jama'ah do this among them. They leave people whose job it is, for example, ten people are assigned for every prayer who do not pray. I saw this once and asked: Are we doing this for the sake of the shoes? Sometimes brothers from the Gulf come to us and they have valuable things with them, so we do this to protect them from thieves. They are holding sticks.

The Shaykh : From where is this permissible? They are neglecting an obligatory duty because they are unable to implement the Sunnah, or they do not permit it, or they might be able to implement the Sunnah.
