This is what is meant, just as our Lord forbade in the previous verse [Al-Ma'idah 5:8]. The Muslim is the just one; he does not show favoritism, nor does he act unjustly, nor does he wrong people. So, we must be as far away as possible from the word "disbelievers." The most we can say is either that they have erred, and that is the least we can say, or that their goal was to reach power for personal motives, such as employment or seeking authority, and the like.
