Allah the Exalted began this surah with His saying:[Az-Zukhruf 43:1-2] We say that Allah began this surah with that because the Basmala is not a verse of it, nor is it a verse of al-Fatihah either, according to the stronger opinion. The Basmala is a verse of the Book of Allah; there is no doubt in this. It is recited at the beginning of every surah except one, which is al-Tawbah, for it was not separated from al-Anfal by the Basmala.
