Is it permissible to perform i'tikaf (spiritual retreat in the mosque) in the Mus'a?

Machine translationRead the Arabic original
The questioner : Many of the brothers ask about the permissibility of performing i'tikaf (spiritual retreat in the mosque) in the Mus'a?

The Shaykh : Yes, i'tikaf (spiritual retreat in the mosque) is only performed in mosques, based on the saying of Allah, Blessed and Exalted is He:
And do not have relations with them as long as you are staying for worship in the mosques
[Al-Baqarah 2:187]
The scholars of knowledge said that it is not performed except in a mosque where the congregational prayer is established, and it is better that it be in a mosque where the Friday prayer is established. I'tikaf (spiritual retreat in the mosque) is valid in all the mosques of the world, whether in Makkah, al-Madinah, Bayt al-Maqdis, or the other congregational mosques in other lands. All the mosques of the Muslims are places for i'tikaf (spiritual retreat in the mosque). What is narrated from the Prophet (peace and blessings be upon him) that he said:
there is no i'tikaf except in a congregational mosque.
Sunan Abi Dawud 2473Hasan Sahih (Al-Albani)
If this is authentic from him, then the intended meaning is the most complete form of i'tikaf (spiritual retreat in the mosque), because these mosques are the best of Allah's mosques. It is analogous to his saying (peace and blessings be upon him):
No Salat (prayer) should be performed when the food has been served, nor should it be performed when a person is in need of relieving himself.
Riyad as-Salihin 1753
meaning there is no complete prayer. So, if this hadith is authentic, the intended meaning is that there is no complete i'tikaf (spiritual retreat in the mosque) except in the three mosques. As for valid i'tikaf (spiritual retreat in the mosque), there is no doubt in our view that it is valid in every mosque of the mosques of Allah, Mighty and Majestic.
And [He revealed] that the masjids are for Allah, so do not invoke with Allah anyone.
[Al-Jinn 72:18]
And who are more unjust than those who prevent the name of Allah from being mentioned in His mosques
[Al-Baqarah 2:114]
as long as you are staying for worship in the mosques
[Al-Baqarah 2:187]
These two verses are analogous: all mosques are the mosques of Allah. The word "mosques" in His saying:
as long as you are staying for worship in the mosques
[Al-Baqarah 2:187]
The "al" in "al" indicates generality, not definiteness. The original rule is that when "al" is found, the original assumption is that it indicates generality, and it is not permissible to deviate from generality except with evidence, because departing from the generality of "al" is a departure from the original rule, and departure from the original rule is not accepted except with evidence. As for the Mus'a, it is not part of al-Masjid al-Haram. Therefore, it is currently separated in the upper floor, separated by known walls. In the second floor, it is separated by a wall, but it is short. For this reason, if a woman menstruates after tawaf (circumambulation of the Ka'bah) and before sa'y (walking between al-Safa and al-Marwah), we would say there is no harm in her performing sa'y (walking between al-Safa and al-Marwah). If it were part of the mosque, we would say that if she menstruates after tawaf (circumambulation of the Ka'bah), it is not permissible for her to perform sa'y (walking between al-Safa and al-Marwah). Since the Mus'a is a mosque, it is not part of the mosque. However, if the rows of worshippers connect and the people line up until the rows extend to the Mus'a and beyond the Mus'a, then if the rows connect, their ruling is the same, and the reward is recorded for all of them equally. Yes.
