The Shaykh : If it is ruled that the month of Ramadan has ended, we break our fast. The same is said regarding Muslim communities in lands of disbelief. If they have centers that manage their religious affairs, let them follow that center, even if their home country has fasted. For example, if Saudis are in America, and the Islamic center in their location decides that the month has not entered today or last night, but in their home country, Saudi Arabia, it has been ruled that the month has entered, do those people fast or not? Answer, everyone: they do not fast, because they are followers; they do not fast. If they are a small community with no center and no leader, then here they follow the nearest country to them, whether it is their home country or another country. If the nearby country breaks its fast, they break their fast; and if it fasts, they fast. Yes.
