The questioner : I have heard that a menstruating woman is not permitted to say: I bear witness that there is no god but Allah, and I bear witness that Muhammad is the Messenger of Allah, when she hears the adhan. Is this true?

The Shaykh : This is not correct. A menstruating woman and a person in a state of major ritual impurity are permitted to remember Allah (Mighty and Majestic). Aisha (may Allah be pleased with her) said:
Allah’s Messenger (ﷺ) used to mention Allah’s Name (praise Him) at all times. كان النبي صلى الله عليه وسلم يذكر الله على كل أحيانه

As for reciting the Qur'an, it is forbidden for a person in a state of major ritual impurity until he performs the full ritual bath. As for a menstruating woman, she may recite from the Qur'an what she needs for teaching, learning, reviewing memorization, or regular recitations. As for what she does not need, it is better that she not recite it, because there are reports concerning it that are subject to discussion, which indicate prohibiting a menstruating woman from the Qur'an. For the sake of these reports, we say: it is better that she not recite the Qur'an except what is necessitated by need.
