The questioner : The honorable Shaykh, the Messenger of Allah (peace and blessings be upon him) said:
Narrated Abu Shuraih: The Prophet (ﷺ) said, "By Allah, he does not believe! By Allah, he does not believe! By Allah, he does not believe!" It was said, "Who is that, O Allah's Messenger (ﷺ)?" He said, "That person whose neighbor does not feel safe from his evil." والله لا يؤمن والله لا يؤمن والله لا يؤمن من لا يأمن جاره

The Shaykh : I mean, he mistreats you.

The questioner : Yes.

The Shaykh : Yes, he is not a believer, he is not a believer. But this does not mean he is a disbeliever; rather, he is not a believer with complete faith. That is, something is lacking in his faith. Because the negation of faith sometimes refers to major disbelief, and sometimes it refers to the sinner who has done what contradicts the perfection of faith.
So when the Messenger (may Allah’s peace and blessings be upon him) says, “He does not believe if he does such and such,” one looks at the matter: if his action is one that entails disbelief, then the negation of faith is absolute, as you know. And if his action does not entail disbelief, then the negation of faith is qualified, meaning: the negation of complete faith. So the meaning is: he does not believe, meaning: he does not have complete faith; rather, his faith is deficient.
