It is obligatory for you all to help them with all kinds of assistance, with wealth, status, and supplication, in accordance with the saying of Allah, Mighty and Majestic:[Al-Hujurat 49:10], and His saying, Exalted is He: [Al-Ma'idah 5:2], and the saying of the Prophet (peace and blessings be upon him and his companions): Sahih al-Bukhari 2446, and his saying (peace and blessings be upon him): , both of which are agreed upon as authentic.
And since it is established from him (peace and blessings be upon him) the command to support the oppressed, in his saying (peace and blessings be upon him):Sahih al-Bukhari 6951, which is agreed upon as authentic, and since Allah has made it obligatory to support Muslims against the enemies of Allah, your brothers among the Muslims in the Republic of Bosnia and Herzegovina are in conflict with the enemies of Allah, the Serbs and their supporters. It is obligatory for all Muslims to help them with what they can, based on the aforementioned evidence from verses and hadiths, and His saying, Mighty and Majestic: [At-Taghabun 64:16], and his saying (peace and blessings be upon him): Sahih Muslim 1337b. They are the most deserving of people to be helped from zakah and other means, to support their struggle, meet their needs, and assist them in standing firm against the enemies of Allah, Blessed and Exalted is He. We advise all relief committees in the Kingdom of Saudi Arabia and elsewhere to take care of their affairs and collect donations for them from zakah and other sources.
