The questioner : We work in the Kingdom, and after a period of time we send expenses to our families in Sudan with some Sudanese brothers, and we sell the riyals to them in exchange for the Sudanese pound, and these people deliver the amount in Sudanese pounds to the families. Is there any riba in that? I ask for clarification. May you be rewarded.
The Shaykh : Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment. Before speaking about the answer, or before speaking about the answer to this question, I would like to clarify that Allah (Glorified and Exalted is He) has forbidden riba in His Book, and He said:[Al-Baqarah 2:275] And there is in it a severe warning that has not come for any other sin except shirk (associating partners with Allah), and Allah the Exalted said: [Ali 'Imran 3:130-132] And Allah (Glorified and Exalted is He) said: [Al-Baqarah 2:278-279].
And Allah (Glorified and Exalted is He) said:[Al-Baqarah 2:275-276] And it is established from the Prophet (peace and blessings be upon him) that he cursed the one who eats riba, the one who gives it, its two witnesses, and its scribe, and he said: .
So riba is a matter of great magnitude and serious concern, and whoever his body grows up on riba, his body has grown up on corruption, may Allah protect us from that. And the practitioners of riba from this Ummah are similar to the Jews about whom Allah said:[An-Nisa 4:160-161].
And I do not think a Muslim would be pleased for himself to be similar to the Jews; rather, if I said to any one of the Muslims, "You are a Jew," he would be repelled by that with the greatest repulsion and would dispute with you over this word by which you branded him. And the Messenger of Allah (peace and blessings be upon him) clarified where riba is and how it is, and he said (peace and blessings be upon him): So these six categories are those in which riba occurs. If a person sells one type of them for its like, then riba al-fadl (usury of excess in a like-for-like exchange) and riba al-nasi'ah (usury of deferment) occur in them. It is necessary to avoid these two types of riba; it is necessary for them to be equal in weight for what is weighed and in measure for what is measured, and for the exchange to take place before parting, due to his saying (peace and blessings be upon him): Sahih Muslim 1587c.
And if one type is sold for another that agrees with it in the 'illah (operative cause) of riba, then one condition is necessary, which is the exchange before parting, due to his saying (peace and blessings be upon him):Sahih Muslim 1587c.
As for if it does not agree with it in the 'illah of riba, such as selling wheat for gold or silver, then riba does not occur between them, so the exchange is not required for them, and similarity is not required for them. For this reason, it is permissible for you to sell a sa' (a dry measure of about 3 kg) of wheat for one dirham or two dirhams, or one dinar or two dinars, even if you do not take possession of the exchange, because there is no riba between what is measured and what is weighed. And upon this, the exchange of currencies, such as the Sudanese pound and the Saudi riyal, is based. So there is no harm in there being a difference in value between them, but the exchange must take place in the place of the contract before parting. So if a Sudanese person in Saudi Arabia has Saudi dirhams and wants to convert them to Sudanese pounds, he goes to the money changers and gives them the Saudi dirhams and takes in exchange, immediately, Sudanese pounds, then he sends them to his family, or he sends Saudi dirhams to his family and they are there and they exchange them for Sudanese pounds and they take the exchange immediately. This is the sound way, either this or this.
Or if he gives Saudi dirhams here and takes their exchange in Sudanese pounds in Sudan, then this is not permissible because it is riba al-nasi'ah (usury of deferment). And the Prophet (peace and blessings be upon him) said:Sahih Muslim 1587c. Yes.
The questioner : May Allah bless you. This questioner is your brother in Allah, Ali Zuruq, he says.

Before speaking about the answer, or before speaking about the answer to this question, I would like to clarify that Allah (Glorified and Exalted is He) has forbidden riba in His Book, and He said:
But Allah has permitted trade and has forbidden interest
(130) O you who have believed, do not consume usury, doubled and multiplied, but fear Allah that you may be successful. (131) And fear the Fire, which has been prepared for the disbelievers. (132) And obey Allah and the Messenger that you may obtain mercy.
(278) O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. (279) And if you do not, then be informed of a war [against you] from Allah and His Messenger. But if you repent, you may have your principal - [thus] you do no wrong, nor are you wronged.
And Allah (Glorified and Exalted is He) said:
So whoever has received an admonition from his Lord and desists may have what is past, and his affair rests with Allah. But whoever returns to [dealing in interest or usury] - those are the companions of the Fire; they will abide eternally therein. (276) Allah destroys interest and gives increase for charities. And Allah does not like every sinning disbeliever.
They are all the same.

(160) For wrongdoing on the part of the Jews, We made unlawful for them [certain] good foods which had been lawful to them, and for their averting from the way of Allah many [people], (161) And [for] their taking of usury while they had been forbidden from it, and their consuming of the people's wealth unjustly. And we have prepared for the disbelievers among them a painful punishment.
And I do not think a Muslim would be pleased for himself to be similar to the Jews; rather, if I said to any one of the Muslims, "You are a Jew," he would be repelled by that with the greatest repulsion and would dispute with you over this word by which you branded him. Gold for gold, silver for silver, wheat for wheat, dates for dates, barley for barley, and salt for salt, like for like, equal in amount, hand to hand. So whoever gives more or takes more has committed riba.
الذهب بالذهب، والفضة بالفضة، والبر بالبر، والتمر بالتمر، والشعير بالشعير، والملح بالملح مثلاً بمثل، سواء بسواء، يداً بيد، فمن زاد أو استزاد فقد أرباlike for like and equal for equal, payment being made hand to hand

If these classes differ, then sell as you wish if payment is made hand to hand.
