The Shaykh : Yes. It is not permissible for one who prays at home to pray before the sun reaches its zenith, because those who pray in their homes are obligated to perform the Zuhr prayer, and the time for the Zuhr prayer does not begin until the sun has passed its zenith. Therefore, what is recommended for the imams of the congregational mosques is that they not attend the Friday prayer until the sun has passed its zenith, so that when the adhan is called, it will be after the time for the Zuhr prayer has begun, and this problem will not occur. Their attendance after the sun has passed its zenith is better from another perspective, as some scholars say that the Friday prayer is not valid before the sun passes its zenith, neither its prayer nor its sermon. Thus, delaying their arrival until the sun passes its zenith has a second benefit, which is being cautious regarding the disagreement of some scholars. Then, if the imams of the congregational mosques agree on a specific time, this will be more organized for the people, because some people who do not care about praying the Friday prayer open their shops before the Friday prayer ends in this mosque. When they are asked why, they say, "We prayed in another mosque." What I see is that the imams of the congregational mosques should agree to attend at the time the sun passes its zenith. Yes.
