The Shaykh : In this is evidence that supplication in the prayer for rain is to be made before the prayer, and it has been mentioned to us previously that it is permissible for it to be before the prayer and after it. In it is also that a person should present before his request what is a cause for the answer, which here is seeking forgiveness, due to the saying of Noah (peace be upon him):
(10) And said, 'Ask forgiveness of your Lord. Indeed, He is ever a Perpetual Forgiver. (11) He will send [rain from] the sky upon you in [continuing] showers فقلت استغفروا ربكم إنه كان غفارا يرسل السماء عليكم مدرارا
[Nuh 71:10-11]
, and likewise Hud said:
And O my people, ask forgiveness of your Lord and then repent to Him. He will send [rain from] the sky upon you in showers and increase you in strength [added] to your strength ويا قوم استغفروا ربكم ثم توبوا إليه يرسل السماء عليكم مدرارا ويزدكم قوة إلى قوتكم
