The reciter: Adam narrated to us, Ibn Abi Dhi'b narrated to us, from al-Zuhri from 'Abbad ibn Tamim from his uncle, who said:
I saw the Prophet (ﷺ) on the day when he went out to offer the Istisqa' prayer. He turned his back towards the people and faced the Qibla and asked Allah for rain. Then he turned his cloak inside out and led us in a two rak`at prayer and recited the Qur'an aloud in them. رأيت النبي صلى الله عليه وسلم لما خرج يستسقي قال فحول إلى الناس ظهره واستقبل القبلة يدعو، ثم حول رداءه ثم صلى لنا ركعتين، جهر فيهما بالقراءة

The Shaykh : And if you reflect, you will find that reciting aloud at night is prescribed in all prayers in which congregation is prescribed. As for during the day, it is not prescribed except in the prayers in which people gather, such as Jumu'ah, the prayer for rain, and the two festivals. The wisdom, and Allah knows best, is that reciting aloud necessitates that the people's recitation be what? One, so that they listen to it from the imam. They are now more gathered than in the other prayers, so that the Muslims are united on the recitation of one imam. As for at night, the recitation was [aloud] even in the non-social prayers, those in which people do not gather, in order to be closer to the presence of the hearts of the congregation. Yes.
