The Shaykh : There is no blame on a person for speaking inside the restrooms if he is not in the process of relieving himself. However, if he is relieving himself and has uncovered his private parts, he should not converse.
Likewise, he should not speak the words of Allah (Mighty and Majestic), nor should he recite the Qur'an while in these places, because the Qur'an is too noble and exalted for a person to recite it in these places, which are sites of harm and filth. Yes.
