For I have heard some of them say: "The wise Lawgiver said" or "The Lawgiver (Glorified and Exalted is He) said"? Yes, the answer is: Yes, and this is from the category of the report, because Allah the Exalted said:
He has ordained for you of religion what He enjoined upon Noah and that which We have revealed to you شرع لكم من الدين ما وصى به نوحا والذي أوحينا إليك
[Ash-Shuraa 42:13]
As for the second question, may Allah reward you with good, it will be for another time.
