What is the ruling on prizes given on the days of opening exhibitions in exchange for purchasing from them for the value of one hundred riyals, where one is given a card, and whoever’s number is drawn takes the prize?

Machine translationRead the Arabic original
The Shaykh : And this is Muhammad al-‘Anzi saying: Some commercial establishments, when they want to, here?

The questioner : Open.

The Shaykh : Open, they set up a prize, and the entry is that one buys from the shop for one hundred riyals, for example, and is given a card or a number, and then afterwards the number is drawn, and whoever’s number comes out takes the prize?
Answer: This is gambling, which is not permissible, because this person who paid one hundred riyals either gains or loses, but he did not buy it for the sake of the prize, or did he?

The questioner : Yes.

The Shaykh : Huh?

The questioner : Is this a new opinion?

The Shaykh : A new opinion?!

The questioner : You say it is permissible.

The Shaykh : No, no, this is not what I say is permissible; we say it is permissible if the item is sold at its like price and was not bought for the sake of the prize, but rather was bought for a need.
