Answer:
Fatwas have been issued on this matter several times, warning that it is not permissible and that it is a form of gambling, of maysir (gambling); because its meaning is to encourage their goods... perhaps they will strive for these numbers, perhaps they will win one of them, so they lure them and render the goods of other people useless. It is gambling, deception, and harm to the other community, to the people of goods, so it is not permissible.
