What is the ruling on tasbih and takbir when ascending and descending other than during travel?

Machine translationRead the Arabic original
The questioner : May Allah reward you, Your Eminence. The Shaykh : It is mentioned in the hadith that the Prophet (peace and blessings be upon him):
He says takbir when he ascends a high place, and he says tasbih when he descends into a valley يكبر إذا صعد مشرفاً، ويسبح إذا نزل وادياً
Is this tasbih and takbir specific to travel, or does one say takbir and tasbih when ascending, for example, in the house to the second or third floor? May Allah reward you with good?

The Shaykh :
The Prophet (peace and blessings be upon him) used to say takbir when he ascended a high place during his travels, and he used to say tasbih when he descended into a valley كان النبي صلى الله عليه وسلم في أسفاره إذا علا صَعَداً كبر، وإذا نزل وادياً سبح
, and that is because the one who is elevated above something may become arrogant in his own self and see himself as great, so it was appropriate to say takbir to Allah (Mighty and Majestic) by saying: Allahu Akbar. As for when one descends, descending is a lowering, so it was appropriate to say tasbih to Allah (Mighty and Majestic) regarding the lowering. This is the appropriateness. The Sunnah did not come with doing this in settled places, and acts of worship are based on restriction, so one restricts them to what has come. Accordingly, if a person ascends a staircase in the house, he does not say takbir, and if he descends from it, he does not say tasbih; rather, this is specific to travels.
