What is the ruling on a girl who has not yet started menstruating: is she ordered to wear the hijab, forbidden from wearing pants, and required to cover her head when praying?

Machine translationRead the Arabic original
The questioner : May Allah forgive us and you, O honorable Shaykh. My question is about a young girl who has not yet started menstruating. What is the ruling regarding her in the following three cases: covering her face outside the home, wearing what is known as pants in any form, condition, or cause, and covering her head when praying?

The Shaykh : Yes, this brother is clever; he combined three questions into one. May Allah forgive us and him.
A young girl under the age of seven has no ruling regarding her awrah (the part of the body that must be covered); that is, she may expose her face and wear a short dress, and there is nothing wrong with it. However, we see that she should not be accustomed to wearing a short dress, because if she wears a short dress, her modesty will diminish when she grows up. As for those who have passed that age, women differ. Some women have a good physique and are large in build, such that you see a girl of ten years old and say, "This one is mature." So, when attention is drawn to her, regardless of her age, it is obligatory for her to cover herself. As for wearing pants, it is forbidden because it falls under the category of imitating men, and because it is a means to entering into the saying of the Messenger (peace and blessings be upon him):
Women who are clothed yet naked, and they are from the people of the Fire. نساء كاسيات عاريات وهن من أهل النار
As for prayer, she may expose her head, face, feet, and hands as long as she has not reached maturity. Once she reaches maturity, the scholars (may Allah have mercy on them) said that it is obligatory for her to cover her entire body except her face. Some scholars included the hands and feet with the face. This is if she has reached maturity. Before that, her awrah is like the awrah of a man, as mentioned by the jurists (may Allah have mercy on them). Yes.
