The questioner : What is the ruling on a woman turning her cloak during the prayer for rain? Is she like the man in the ruling, or is it not permissible for her to turn her cloak, given that she becomes exposed when she turns this cloak, and this is what is observed? I ask you to provide information.

The Shaykh : If the woman becomes exposed when she turns her cloak in the prayer for rain and the men are looking at her, then she should not do it, because turning the cloak is at most a recommended practice, and exposure before men is a trial.
As for if she does not become exposed, it appears to me that her ruling is the same as the man's, because the principle is that men and women are equal in rulings except where evidence indicates a difference between them.
