It is an act of charity which Allah has done to you, so accept his charity. صدقة تصدق الله بها عليكم فاقبلوا صدقته

It is a sound rule. Yes, everything that is conditioned upon a condition is negated by the negation of that condition. Here, it is negated were it not for the fact that the Messenger said this. For this reason, 'Umar ibn al-Khattab, who was more eloquent than me and you, was puzzled by it, until he asked the Messenger, saying: "Charity... O Messenger of Allah... this condition..." That it be sincere, yes? This indicates that if the condition is negated, the conditioned thing is negated. For this reason, it was difficult for the Companions until the Messenger (peace and blessings be upon him) clarified that Allah the Exalted, by His mercy, lifted this condition, and shortening the prayer became prescribed even if there is no fear. Yes. Khalid? Yes.
