Do the rulers after the Prophet (peace and blessings be upon him) have to pay off the debt?

Machine translationRead the Arabic original
The questioner : The rulers after the Prophet (peace and blessings be upon him)?

The Shaykh : The rulers after him are obligated to pay off the debt of the insolvent Muslim debtor, just as they are obligated to provide for his maintenance. However, public interests take precedence over private interests. So, if we assume that the state has money, but the public interests consume this money, then they take precedence over paying off the debt, because paying off the debt is a private interest.
