And let a group of the believers witness their punishment. The fornicator shall not marry except a fornicatress or a polytheistess, and the fornicatress shall not be married except by a fornicator or a polytheist, and that is forbidden to the believers."

This is the correct view, and the meaning is that he shall not marry except a fornicatress or a polytheistess. How is that? Because if he is a fornicator, it is forbidden for a chaste woman to marry him. So if she marries him, either she is aware of the ruling and accepts it, but she has disobeyed, in which case she is a fornicatress, because she has made her private parts lawful without a valid contract; or she is not satisfied with the ruling and has chosen a ruling other than the ruling of Allah, in which case she is a polytheistess. This is the interpretation of the verse, and its interpretation is clear. Likewise, regarding the other, he said: [An-Nur 24:3] The fornicatress is not permitted to marry until she repents.
