The Shaykh : And in this is the caution against allowing those who possess this characteristic—namely, that they are young men and that they are foolish—to take charge of the affairs of the Muslims, as is the reality now in many of the jurisdictions of the affairs of the Muslims in all Islamic lands. The one who takes charge of the Muslims is one who does not deserve to be a guardian over them, either because he is far from the religion, or because he is far from reason, or because of both. You find that when he attains a rank in knowledge, which is a rank he does not deserve because he generally reached it through deception, fraud, and cunning, he is the one who takes charge of the affairs of the Muslims, even though he is deficient in Islamic knowledge, deficient in devotional religion, deficient in experience, and short-sighted as well. To Allah we belong and to Him we return. This is the one who takes charge of most of the affairs of the Muslims in the lands of Islam.
And in this is that it is necessary that the one appointed to affairs should combine two things: maturity in age, but not to the point of reaching extreme old age, meaning, for example, forty years, because he has tried and practiced and known; and the second is that he should possess sound reason that weighs and estimates matters; and the third is that he should possess religion, because foolishness is not only in the matters of this world. Allah the Exalted said:[Al-Baqarah 2:130] So these things are necessary: reason, religion, and maturity, because the mature one has experiences. This does not mean that some of the young may be distinguished and possess reason and religion, for the Messenger of Allah (peace and blessings be upon him) appointed 'Utab ibn Asid over Makkah when he was sixteen years old, meaning it is possible that there may be among the young one who is good, but generally he will not be good and strong in guardianship unless he reaches the age of forty. And for this reason, no Prophet was sent except after the completion of forty years. And in the saying of Marwan: "May the curse of Allah be upon them": this is a general supplication against these young men. A general supplication of curse against one who possesses a characteristic that deserves the curse, such as open sinfulness and lewdness and the like, is permissible. However, supplicating for a curse upon a specific person, even if he is the most disbelieving of disbelievers and he is alive, is not permissible. It is not permissible to curse, because when the Prophet (peace and blessings be upon him) began to curse Abu Jahl, the second, and the third, Allah forbade him from that and said: [Ali 'Imran 3:128].
