Ruling by other than what Allah has revealed: Is one excused for ignorance?

Machine translationRead the Arabic original
The questioner : Is one who rules by other than what Allah has revealed excused for ignorance?

The Shaykh : Yes, it is known that everyone is excused for ignorance, but one may not be excused if he was negligent in leaving the obligatory knowledge. As for ignorance, the texts are clear that a person is excused.

The questioner : Another narration
And a man to whom Allah grants (memorization of) the Quran so he stands with it ورجل آتاه الله القرآن فيقوم به
Jami` at-Tirmidhi 1936Sahih (Darussalam)
...

The Shaykh : Do you have it in al-Bukhari? It is with you; he referred to it in al-Fath.

The questioner : And a man to whom Allah has granted wisdom, and its explanation has already been fully detailed there, and that the wisdom referred to is the Qur'an, as in the hadith of Ibn 'Umar, or broader than that, and its criterion is what prevents ignorance and deters from ugliness, said Ibn al-Munir.

The Shaykh : But he says:
So he stands by it at all times of the night and day فهو يقوم بها آناء الليل والنهار
Musannaf Abd al-Razzaq 6:113
meaning he acts by it in all circumstances. The Qur'an is undoubtedly wisdom. We said that wisdom is knowledge, knowledge of the entire Shari'ah. So he judges by it, acts by it, and judges between people by it, and he teaches it. "He judges by it" has two meanings: acting by it and judging between people, and he teaches it. It is clear, and thus there is no contradiction between them.
