, the meaning is: the rituals of disbelief are not to be established in the Arabian Peninsula. For example, churches are not to be built, and the bell is not to be rung in them, or the like. It does not mean that no one among the people is to practice their religion privately. The intent is that there should not be an Islamic religion with a mosque and a Christian religion with a church, for example.
As for his saying:
expel the Jews and the Christians from the Arabian Peninsula أخرجوا اليهود والنصارى من جزيرة العرب

And this period had a cause for its end in the time of 'Umar (may Allah be pleased with him), when they transgressed against 'Abd Allah ibn 'Umar and the man who stayed with them, and they did not fulfill what was required of them, so 'Umar (may Allah be pleased with him) expelled them.
