What is the ruling on one who intermediates for a person in what is called the annual climate (or annual custom) and stipulates a percentage of what is decided for that person if his name comes up?

The questioner : Shaykh, may Allah reward you and prolong your life:
A questioner asks: There are some people who intercede for others in the annual climate or what is called the annual custom. The one who intercedes stipulates that if that person’s name comes up in the first year, he should receive half of the amount decided for him. Some do not stipulate this but promise the one who submitted his papers that if his name comes up, he will give him half of what is decided for him. Is this permissible?

The Shaykh : First: Asking for the climate or custom is fine if a person is in need. However, if he is not in need, it is not permissible for him to do so. This is because the Prophet (peace and blessings be upon him) said to 'Umar ibn al-Khattab:
Take out of this wealth which comes to you without your being avaricious and without begging, but in other circumstance's do not let your heart hanker after it. ما جاءك من هذا المال وأنت غير مشرف ولا سائل فخذه، وما لا فلا تتبعه نفسك
Sahih Muslim 1045a
, and because it is not permissible for a wealthy person to ask people to increase his wealth. The Prophet (peace and blessings be upon him) said:
He who begs the riches of others to increase his own is asking only for live coals, so let him ask a little or much. من سأل النّاس أموالهم تكثّرًا فإنّما يسأل جمرًا، فليستقلّ أو ليستكثر

Second: If he is poor and in need, there is no harm in hiring a person to claim it for him, saying: "You get half of the amount," or "a quarter of the amount," according to what they agree upon. Yes.
