O Shaykh! May Allah reward you and prolong your life. There are some people who intercede for others regarding the annual allowance, or what is commonly called the annual stipend. The one who intercedes stipulates that if the person's name is selected at the beginning of the year, he should receive half of the allocated amount. Some do not stipulate this, but the person whose request it is promises the intercessor that if his name is selected, he will give him half or a quarter of what is allocated to him. Is this permissible?
First: Seeking wealth or a customary amount is permissible if a person is in need, but if he is not in need, it is not permissible for him to seek it; this is because the Prophet (peace and blessings be upon him) said to 'Umar ibn al-Khattab (may Allah be pleased with him): (Take what comes to you of this wealth while you are not desiring it and not asking for it, and if it does not come, do not let your soul pursue it) , and because a wealthy person is not permitted to ask people for money in order to increase his wealth,The Prophet (peace and blessings be upon him) said: (Whoever asks people for their wealth in order to increase it is only asking for embers, so let him be content with little or with much) .
Second: If he is poor or in need, there is nothing wrong with hiring a person to claim it for him.And he says: Giving him half of the amount, or a quarter of the amount, according to what they agree upon.
