What is the obligation of every Muslim regarding the events in Bosnia and Herzegovina if the door of jihad with one's self or wealth has not been opened here in Saudi Arabia?

Machine translationRead the Arabic original
The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
I had a question, but your words, may Allah preserve you, about Bosnia and Herzegovina prompted another one. For example, a person in this country finds that the door of jihad to support the brothers in Bosnia and Herzegovina has not been opened. If a person, for instance, collects money at his workplace, it creates a doubt regarding his job. A person always takes you, may Allah preserve you, as a role model, and bears witness to his love for you in that. So, if a person in this situation hears words like these but there is no evidence guiding him to the right path, what should he do, may Allah preserve you?

The Shaykh : The work, may Allah bless you, is for a person to be prepared and to have a firm intention that if a call for jihad with wealth or self were to occur, he would be ready. By doing so, he has encouraged his soul to go on an expedition, so that he does not die upon a branch of hypocrisy. For whoever dies without having gone on an expedition or encouraged his soul to go on an expedition dies upon a branch of hypocrisy.
Also, I advise you to increase your supplication: that Allah, Glorified and Exalted is He, might unleash His wrath upon these aggressive Serbs, and that He might bring down upon them His punishment which is not averted from the criminal people, and that He might scatter their gathering, disperse their assembly, and defeat their army, and that He might turn their wrath against one another, and so on from such supplications. You should call upon Allah for aid, saying, "O Allah, we call upon You for aid against these people," and you should supplicate to Allah the Exalted to keep our brothers in Bosnia steadfast in facing these enemies. Were it not that Allah, Glorified and Exalted is He, had kept them steadfast, they would have perished yesterday, for the weapons and ferocity of their enemies are far greater than what they have.
Our brothers in Bosnia are unarmed, as is known, and these people have weapons that rank third or fourth in the entire world. But Allah has kept them steadfast, and there is no doubt that this, if Allah wills, is a karamah (a miracle granted to a righteous person) from Allah for them, and that Allah the Exalted will take hold of their hands. For Allah said to His Messenger:
So be patient; indeed, the [best] outcome is for the righteous. فَاصْبِرْ إِنَّ الْعَاقِبَةَ لِلْمُتَّقِينَ
[Hud 11:49]
But I advise you to supplicate on every occasion, in prostration, between the adhan and the iqamah, in the last part of the night, at all times. Make your hearts with them; feel what they feel or more, for they are your brothers. And those who are oppressing them are also disbelievers, tripled in disbelief, and associating partners with Allah. Yes.
