By what right is it permissible for the owner of the telephone to sell this service, which belongs to the state and which he does not own?

Machine translationRead the Arabic original
The questioner : In the name of Allah, and praise be to Allah, and may prayers and blessings be upon the Messenger of Allah.
May Allah preserve you, this is not a rebuttal, O Shaykh, may Allah forbid it, but regarding the issue of a subscriber to a specific service. For example, the state provides telephone services and other services.
And the citizen is a subscriber to it, so this is a service originally granted to him, which he does not own. So by what right is it permissible for him to sell it?

The Shaykh : No, he relinquishes it. This is a relinquishment; he has the right to use this telephone for eternity, so he relinquished it.

The questioner : In exchange for money?

The Shaykh : In exchange for money, yes. You may relinquish anything from your rights, except if it is from acts of worship, for acts of worship are not compensated with money.

The questioner : Shaykh, the question is here with me, O Shaykh, I have the question.

The Shaykh : Fine.
