The Shaykh : He says: A man entered the mosque and then prayed one rak'ah with the intention of Witr; does this suffice for the two rak'ahs of the greeting of the mosque?
It appears, and Allah knows best, that it suffices for him. And the meaning of his statement (peace and blessings be upon him):
he should not sit until he has offered a tworak` at prayer فلا يجلس حتى يصلي ركعتين
Sahih al-Bukhari 1167
is that one should pray a prayer. However, since a person does not offer voluntary prayer except in two rak'ahs, with the exception of Witr, and Witr is a rare state, it is understood to be a general rule. So if he prays Witr with one rak'ah, that is sufficient.
