The reciter: Abu Bakr ibn Abi Shaybah narrated to us, he said: 'Abd al-Rahman ibn Mahdi narrated to us, from Sufyan, from 'Iyash al-'Amiri, from Ibrahim al-Taymi, from his father, from Abu Dharr (may Allah be pleased with him), who said:
We were granted a dispensation كانت لنا رخصةً
meaning the combination of 'Umrah and Hajj.

The Shaykh : Meaning: It is not obligatory, and the way they understood it is that it is a dispensation in contrast to what was known in the pre-Islamic age of ignorance, that performing 'Umrah in the months of Hajj is among the most sinful of sins, and they would say:
When the rear reaches the back and the trace is erased and Safar has passed, or when Safar has entered, 'Umrah becomes permissible for one who has performed 'Umrah إذا بلغ الدبر وعفى الأثر وانسلخ صفر أو ودخل سفر حلّت العمرة لمن اعتمر
So according to the narration

this is regarding the shifting of months (nasi') that they used to do in the pre-Islamic age of ignorance. In the pre-Islamic age of ignorance, they would sometimes advance Safar and place it in the position of Muharram, and delay Muharram, placing it in the position of Safar, when they wanted to wage war on a people, and they believed that fighting in the sacred months was forbidden. So if the time dragged on and they wanted to fight someone after the month of Dhu al-Hijjah, what would they do? They would shift Muharram and advance Safar and say: Fight
Indeed, the postponing [of restriction within sacred months] is an increase in disbelief by which those who have disbelieved are led [further] astray. They make it lawful one year and unlawful another year إنما النسيء زيادة في الكفر يضل به الذين كفروا يحلونه عاما ويحرمونه عاماً
