so that you may settle upon their backs لتستووا على ظهوره
does not mean mere rising above, but rather rising above... because the blessing is not completed unless He settles upon the ship and upon the livestock with a settling that is stable. But if He rises above them and then... falls, the blessing is not completed. "It is indicated by the Book, the Sunnah, and scholarly consensus..."
