Also around the third century, this doctrine developed because of whom? Because of Bishr ibn al-Ghuyath al-Marisi. This man was a scholar of kalam, and he had philosophy, and he had persuasion, meaning a false argument, but he was eloquent.
The imams unanimously, as the Shaykh al-Islam says: "condemned them, and most of them declared them disbelievers or misguided", so people's stance toward them was between declaring them misguided and declaring them disbelievers.
And this diversity indicates that it is based on the state of the innovator: if he is a caller to his innovation, they declare him a disbeliever, and if he is a follower without knowledge, they declare him misguided.
