The questioner : May Allah reward you. Intercession is not permissible in fixed punishments once they reach the ruler. If the ruler rules by other than what Allah the Exalted has revealed, then in some countries customary councils are formed. If a problem arises, or there are casualties, or any type of crime occurs, the judgment before the ruler proceeds, and then these customary councils resolve the problem. If it reaches the ruler, he approves it and prevents the execution of the punishment against him. Is intercession permissible in this punishment before a ruler who does not rule by what Allah has revealed?

The Shaykh : Our rulers, praise be to Allah, rule by what Allah has revealed. Yes.
