And that is that Allah, Glorified and Exalted is He, made residing in towns necessitate in the perfection of a person in knowledge and religion, and the softness of hearts, what residing in the desert does not necessitate. Just as the desert necessitates in the strength of the body and character, and the firmness of speech, what is not found in the towns. This is the principle. And if it is permissible for this necessity to be absent due to a preventer, and the desert is sometimes more beneficial than the towns, so Allah made the messengers from the people of the towns. He said, the Exalted"

[Yusuf 12:109]
And that is because the messengers have perfection in most matters, even in lineage. For this reason, Allah, Glorified and Exalted, said"

The bedouins are stronger in disbelief and hypocrisy and more likely not to know the limits of what [laws] Allah has revealed to His Messenger الأعراب أشد كفرا ونفاقا وأجدر ألا يعلموا حدود ما أنزل الله على رسوله
[At-Tawbah 9:97]
He mentioned this after He said:
(93) The cause [for blame] is only upon those who ask permission of you while they are rich. They are satisfied to be with those who stay behind, and Allah has sealed over their hearts, so they do not know. (94) They will make excuses to you when you have returned to them. Say, "Make no excuse - never will we believe you. Allah has already informed us of your news. And Allah will observe your deeds, and [so will] His Messenger; then you will be taken back to the Knower of the unseen and the witnessed, and He will inform you of what you used to do." (95) They will swear by Allah to you when you return to them that you would leave them alone. So leave them alone; indeed they are evil; and their refuge is Hell as recompense for what they had been earning. (96) They swear to you so that you might be satisfied with them. But if you should be satisfied with them - indeed, Allah is not satisfied with a defiantly disobedient people. (97) The bedouins are stronger in disbelief and hypocrisy and more likely not to know the limits of what [laws] Allah has revealed to His Messenger. And Allah is Knowing and Wise. إنما السبيل على الذين يستأذنونك وهم أغنياء رضوا بأن يكونوا مع الخوالف وطبع الله على قلوبهم فهم لا يعلمون يعتذرون إليكم إذا رجعتم إليهم قل لا تعتذروا لن نؤمن لكم قد نبأنا الله من أخباركم وسيرى الله عملكم ورسوله ثم تردون إلى عالم الغيب والشهادة فينبئكم بما كنتم تعملون سيحلفون بالله لكم إذا انقلبتم إليهم لتعرضوا عنهم فأعرضوا عنهم إنهم رجس ومأواهم جهنم جزاء بما كانوا يكسبون يحلفون لكم لترضوا عنهم فإن ترضوا عنهم فإن الله لا يرضى عن القوم الفاسقين الأعراب أشد كفرا ونفاقا وأجدر ألا يعلموا حدود ما أنزل الله على رسوله والله عليم حكيم

So when Allah mentioned the hypocrites who sought His permission to stay behind from the jihad in the expedition of Tabuk, and He blamed them, and these were from the people of Madinah, He said, Glorified and Exalted:

So all good, its origin and its branch, is confined to knowledge and faith, as He said, Glorified and Exalted"

Allah will raise those who have believed among you and those who were given knowledge, by degrees يرفع الله الذين آمنوا منكم والذين أوتوا العلم درجات
[Al-Mujadila 58:11]
And He said, the Exalted:
But those who were given knowledge and faith وقال الذين أوتوا العلم والإيمان
[Ar-Rum 30:56]
And the opposite of faith is either apparent disbelief or hidden hypocrisy, and the opposite of knowledge is its absence. So He said, Glorified and Exalted, about the Bedouins: They are more severe in disbelief and hypocrisy than the people of Madinah, and more likely than them not to know the limits of the Book and the Sunnah. And the limits are the limits of the names mentioned in what Allah has sent down of the Book and wisdom, such as the limits of prayer, zakah, fasting, and Hajj, and the believer and the disbeliever, and the fornicator and the thief and the drinker, and others, until it is known who deserves that legal name and who does not, and what the things named by those names deserve of rulings. For this reason, Abu Dawud and others narrated from the hadith of al-Thawri. He said: He told me Abu Musa"


The Shaykh : The term "limits" is applied to all the Shari'ah, because all the Shari'ah is limited. Prayer, zakah, fasting, and Hajj. Prayer is also limited: obligatory and voluntary, timed and untimed, all of it is limited. And the term "limit" is applied to the punishment, such as the limits of zina, theft, and highway robbery, and the like. And the term "limit" is applied to the obligatory, and it is said "do not transgress," and to the forbidden, and it is said "do not approach." Yes
The reader: "For this reason, Abu Dawud and others narrated from the hadith of al-Thawri. He said: He told me Abu Musa from Wahb ibn Munabbih, from Ibn Abbas (may Allah be pleased with them both), from the Prophet (peace and blessings be upon him). Sufyan said once: And I do not know it except from the Prophet (peace and blessings be upon him). He said:
He who lives in the desert will become rude; he who pursues the game will be negligent, and he who visits a king will be perverted. من سكن البادية جفا ومن اتبع الصيد غفل ومن أتى السلطان افتتن

And Abu Dawud narrated it"
