The Shaykh : The answer to this question is detailed, and that is that hair is divided into three categories:
First: What the Shari'ah has commanded to be removed.
Second: What the Shari'ah has forbidden to be removed.
Third: What the Shari'ah has remained silent about.
As for what the Shari'ah has commanded to be removed, such as the hair in the armpits, the command is clear.
As for what the Shari'ah has forbidden to be removed, its ruling is also clear: it is not to be removed. This is like the beard of a man; it is not permissible for him to shave it, because that is disobedience to the Messenger (peace and blessings be upon him), and disobedience to the Messenger is disobedience to the one who sent the Messenger, who is Allah (Mighty and Majestic).
As for what the Shari'ah has remained silent about, such as the hair on the arms, legs, chest, and neck, one might say: There is no harm in removing it, based on the saying of the Prophet (peace and blessings be upon him):
and what he said nothing about is allowable وما سكت عنه فهو عفو

This is a matter about which there is silence, so it is a dispensation.
One might also say: It is not advisable to remove it. We do not say: It is forbidden, because if it were forbidden, its prohibition would have been made clear. But we say: It is not advisable to remove it, because it may fall under altering the creation of Allah, which is from the commands of Satan, as Allah (Mighty and Majestic) said about Satan.

and I will command them so they will change the creation of Allah وَلَآمُرَنَّهُمْ فَلَيُغَيِّرُنَّ خَلْقَ اللَّهِ

And on this basis, it is better to leave this hair as it is, unless it reaches a level of disfigurement such that it goes beyond the norm and the customary, and becomes a focus of attention. In that case, there is no harm in a person using what lightens it so that he does not become a focus of people's attention.
What remains for us is the hair on the face, such as the eyebrows. If the eyebrows are removed by plucking, it is forbidden, and it is one of the major sins, because the Prophet (peace and blessings be upon him)
May Allah curse the one who plucks her eyebrows and the one who has her eyebrows plucked لعن النامصة والمتنمصة
The scholars said: And nams is plucking the hair of the face, and the eyebrows are part of the hair of the face.

The Shaykh : As for lightening the eyebrows by means other than plucking, such as cutting or shaving, this is a point of disagreement among the scholars. Some said: It falls under nams, so it is forbidden, indeed a major sin.
And some said: It does not fall under nams, because nams is specific to plucking, and this is not... But we say: The better course and the precaution is to leave it and not remove any of the hair of the eyebrows, except if there is harm to the eye, such as if this hair becomes long. In that case, it is permissible to lighten it in a way that removes the harm.
