The Messenger of Allah (peace and blessings be upon him) said, "May Allah curse the one who plucks the eyebrows and the one who has them plucked." Plucking the eyebrows means removing the hair from the eyebrows. So a woman is not permitted to take anything from the eyebrows, nor to alter them, in any way.
As for the hair on the face, there is a distinction: if there is something in it that constitutes mutilation or disfigurement, such as a beard growing on her or a mustache, she may remove that. She removes it because of the mutilation and disfigurement. As for the ordinary hair on the face, she is not permitted to touch it in any way, because that is plucking the eyebrows.
As for if it would disfigure her, if a beard grew on her, or a mustache grew on her, she may remove them. Yes.
