And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women وإن خفتم ألا تقسطوا في اليتامى فانكحوا ما طاب لكم من النساء ...

means you feared and anticipated. It was said that the meaning is
If you fear إن خفتم
: if you knew. The correct view is that it is based on the first meaning, namely that you feared. And His saying:
That you will not act justly ألا تقسطوا
means that you do not act justly
With orphans, then marry… في اليتامى فانكحوا ...
. In the pre-Islamic age of ignorance, a man would have an orphan under his care, meaning in his household, and he would delay her marriage for himself until he married her, or he would marry her while being averse to her, but only for the sake of looking after her and providing for her maintenance. So Allah the Exalted clarified in this verse that if they feared they would not act justly with the orphans, they should turn away from them
