O Shaykh, the implication of the bequest is that it is recommended, and Allah the Exalted said: “It is prescribed for you, when death approaches any of you, if he leaves behind good, to make a bequest...”

The questioner : O Shaykh, the implication of the bequest is that it is recommended, and Allah the Exalted said:
Prescribed for you when death approaches [any] one of you if he leaves wealth [is that he should make] a bequest كتب عليكم إذا حضر أحدكم الموت إن ترك خيرا الوصية ...
[Al-Baqarah 2:180]
We said that it is obligatory for those other than the parents and those who have fixed shares, so what is the answer to that?

The Shaykh : The answer is clear: it is obligatory, but it is obligatory for close relatives who are not heirs. Most scholars, the majority, said that this verse has been abrogated, but the correct view is that it has not been abrogated, but rather specified. This is the correct view.
