its root is joining and gathering, so the meaning of

"I will marry you" is that a man joins his wife to himself and settles with her, and his saying:

It is not understood until I say: "these two," then it is understood that these are my daughters, so...

You will find me, if Allah wills, ستجدني إن شاء الله
[Al-Kahf 18:69]
"Whoever finds, he finds" when he attains the thing, but he said:
if Allah wills, from among the righteous." إن شاء الله من الصالحين
[Al-Qasas 28:27]
and this indicates that the man of Madyan is a believer, because his speech indicates his faith and that he is on a religion, and his saying:

is a promise from him, and a promise when suspended is not bound, so he said: "
If Allah wills, for seeking blessing" so that it does not contradict the promise, but in reality it does not need it, it is not befitting that we... this news and interpret it as a real suspension by the will, because a person's determination of a thing is bound, but the execution of the thing, a person can never be certain of it, no matter what the work is
(23) And never say of anything, "Indeed, I will do that tomorrow," (24) Except [when adding], "If Allah wills." ولا تقولن لشيء إني فاعل ذلك غدا * إلا أن يشاء الله
