The Shaykh : The closest to people, and it is the lowest of the heavens. The Exalted and Majestic is He descends in a manner befitting Him (Glorified and Exalted is He). We cannot conceive of its modality, even if a person tries to conceive of its modality, he would deny it. Therefore, those who tried to conceive of the modality denied it and said, "How do we believe that He is High and then descends to the lowest heaven? This is impossible." We say, do not try to conceive of the modality, because it is a descent befitting Him and does not contradict His perfection. When the Companions (may Allah be pleased with them) were informed by the Messenger that he descends to the lowest heaven, did they say, "How does he descend, O Messenger of Allah?" No, they did not say this. Were they ignorant and did not know? No, they knew, but they had such good manners with Allah and His Messenger that it prevented them from asking how he descends. They had manners; they believed that the Mighty and Majestic descends, and by that, He becomes closer to the servants

Some of the pretentious, self-styled scholars said that this necessitates that Allah is always descending in the lowest heaven, because the last third of the night is always present and revolves around the earth, is that not so? So it necessitates that He is always in the lowest heaven. We say, how ignorant you are of Allah and His attributes (Mighty and Majestic). Do you believe that Allah is unaware of that when His Prophet informed him that he says such and such, and Allah approved him for it? If they say yes, then they have committed disbelief, and there is no discussion with these people. If they say no, we say, I believe in the text as it came, and I ask, when is the last third of the night on the face of the earth? Then the divine descent is present. And when the dawn breaks, it is absent. For example, I in this part of the earth know when the last third of the night is and when the dawn breaks. I believe that at this time, the divine descent is established for this side of the earth, while for those who have day or night that has not reached the third,

The Shaykh : it is absent. And what is in this? The Lord (Mighty and Majestic) is not measured by creation. I believe in the matters of the unseen as they came, and do not burden yourself with anything that obliges you to deny what is established.
Our Lord descends and says: ينزل ربنا فيقول
Listen, worship Allah the Lord (Mighty and Majestic) with generosity, giving, blessing, and favor.

As for "O Lord," it is a supplication, a supplication to the Lord (Mighty and Majestic) to manifest dependence on Him before saying "O Lord, forgive me" or "O Lord, give me." This is how the hadith came from the Prophet (peace and blessings be upon him), and it was in the last third of the night, because it is the most pleasant time of sleep, so a person leaves his bed and stands up to his Lord, exposing himself to His favor and generosity. Therefore, this is the reward that Allah the Exalted responds to him when he calls upon Him, gives him when he asks Him, and forgives him when he seeks His forgiveness. And the statement of the Salaf and the imams of the people of the Sunnah is that this descent is real, and that this saying is real, and that the response, giving, and forgiveness are all

The Shaykh : Real, and the Lord (Mighty and Majestic) is described with them. Those who deviated among the people said "What descends is the command of Allah, it descends to the heaven" and another pretentious one said "What descends is the mercy that descends" and a third pretentious one said "What descends is an angel from the angels" But Allah attributed it to Himself because this angel descended by His command, so it is like His saying
And when it is recited, follow its recitation. فإذا قرئناه فاتبع قرءانه
And the reason for that is that they thought that the descent of the Lord (Mighty and Majestic) is like the descent of the created being, so they said, if He descends, it necessitates that He is not High, and it necessitates that the heaven carries Him and that the second heaven and what is above it shades Him, and this is impossible for Allah. O people, do not make us believe in Allah what is not befitting Him. Fear Allah. They frighten us with Allah when we say that He descends Himself. Fear your Lord. The heaven carries Him, the lowest and the second and what is above it shades Him, and His absolute, general elevation in every time and moment is lost when He descends. Fear your Lord. They come to the poor commoner and say such words, then they say, "I seek forgiveness from Allah and turn to Him in repentance." The truth is, what did you say? That what descends is His command, or His mercy, or His angel? Yes, so, so. Their false conception led them to distort the text. But if they said, "We... we cannot comprehend the attributes of our Lord (Mighty and Majestic), meaning we do not comprehend its modality and essence, and we say as the Messenger (peace and blessings be upon him) said, and we say as the Companions said, we heard and we believed, and... and we do not go beyond this. It is not for us to say how he descends, and how the heaven carries him or shades him. This is something impossible. We know that it is impossible, but is this necessary for the attributes of Allah? Absolutely not. Then we say, if you said that what descends is His command, then you have lied to the Qur'an, because Allah says
He arranges [each] matter from the heaven to the earth يدبر الأمر من السماء إلى الأرض
[As-Sajdah 32:5]
The limit of the matter is the earth, and you made the limit of the matter the lowest heaven.
And if you said that what descends is the mercy, what is our benefit from a mercy that does not reach us, but stops at the lowest heaven? What is the benefit, so that the Messenger (peace and blessings be upon him) encourages us with this manner?
And if you said that it is an angel, is it possible for any of the created beings to say, in the name of Allah
Is there anyone to invoke Me, so that I may respond to invocation? من يدعوني فأستجيب له

Is it possible for the angel to utter this? Absolutely not. Also, in some of the wordings of the hadith,
Who is it who asks about My servants other than I? من ذا الذي يسأل عن عبادي غيري
Who is it who asks about My servants other than I? Who is it who calls upon Me that I may respond to him? من ذا الذي يسأل عن عبادي غيري من يدعوني فأستجيب له

But if your minds do not comprehend this regarding Allah, what then? Believe in what Allah intended. We know that on the Day of Resurrection, the sun will approach the creation by a mile, and people will sweat until the sweat reaches the head of some of them, and they are in one standing place. Is this conceivable in this world?
The student: It is not conceivable

The Shaykh : It is not conceivable in this world, but the matters of the Hereafter and the matters of the unseen are beyond what we can conceive. And Allah the Exalted did not inform us of the matters of the unseen except with what we can encompass, while what cannot be encompassed, He has hidden it; we do not know it. In summary, we believe that Allah the Exalted
descends every night to the heaven of this world when the last third of the night is still to come and says, 'Who will call on Me so that I may answer him? Who will ask Me so that I may give him? Who will ask forgiveness of Me so that I may forgive him?' ينزل إلى السماء الدنيا حين يبقى ثلث الليل الآخر فيقول من يدعوني فأستجيب له من يسألني أعطيه من يستغفرني فأغفر له
