The answer is that they have no evidence. The time for Maghrib extends until the time for 'Isha', as long as the twilight has not disappeared. When the twilight disappears, the time for 'Isha' begins. The Sunnah is to hasten the Maghrib and the other prayers, except for the Zuhr in intense heat, and the 'Isha' if it does not cause hardship.
