The student: The lam of command in His saying:
so that you may settle upon their backs لتستووا على ظهوره
Why is it kasrah?

The Shaykh : First, it is not the lam of command, and it is kasrah as well; even if it were the lam of command, it would become kasrah. However, the lam in His saying:
so that you may ride لتستووا
is not for command, but its meaning is causation:
and has made for you of ships and animals those which you mount. (13) That you may settle yourselves upon their backs جعل لكم من الفلك والأنعام ما تركبون لتستووا على ظهوره
[Az-Zukhruf 43:12-13]

The Shaykh : The rule is the context.
Let a man of wealth spend from his wealth لينفق ذو سعة من سعته
[At-Talaq 65:7]
This is the lam of command.
(8) Indeed, We have sent you as a witness and a bringer of good tidings and a warner (9) That you [people] may believe in Allah and His Messenger إنا أرسلناك شاهدا ومبشرا ونذيرا لتؤمنوا بالله ورسوله
[Al-Fath 48:8-9]
This lam could be for causation or for command, but it is more apparent that it is for causation.
The student: The lam in the saying of Allah the Exalted:
and that they will be satisfied with it and that they will commit that which they are committing. وليرضوه وليقترفوا ما هم مقترفون
[Al-An'am 6:113]

And [it is] so the hearts of those who disbelieve in the Hereafter will incline toward it and that they will be satisfied with it and that they will ولتصغى إليه أفئدة الذين لا يؤمنون بالآخرة وليرضوه وليقترفوا
[Al-An'am 6:113]
It is not the lam of command; it is the lam of causation. For this reason, the lam of causation is not sukun, even after the three letters; rather, it is always kasrah:
So that they will deny what We have granted them, and they will enjoy themselves ليكفروا بما آتيناهم وليتمتعوا
[Al-'Ankabut 29:66]
