What is the ruling on an open sinner marrying a righteous woman?

Machine translationRead the Arabic original
The student: You said: It is not permissible for a Muslim to marry a woman who is not committed?

The Shaykh : I said this, I seek refuge in Allah, there is a difference between "not permissible" and "not recommended." You are my students, you know my words and you know my style. If you report from me that it is not permissible for an open sinner to marry a Muslim woman, that is a disaster, because it means we would never marry anyone, since most people are open sinners. Correct the phrase.
The student: It is not recommended for him to marry a woman who is not committed because she may return him to her way?

The Shaykh : This is correct, and for this reason the Prophet (peace and blessings be upon him) said:
A woman is married for four things تنكح المرأة لأربعة
Then he said at the end:
Choose the religious, may your hands be rubbed with dust (i.e., may you prosper). فاظفر بذات الدين تربت يداك
