Q: Is the eclipse prayer prescribed when signs are witnessed, such as earthquakes, lightning, severe storms, the whiteness of the night, the darkness of the day, volcanoes, and the like?

A: I am not aware of any evidence to rely upon regarding the prescription of prayer for earthquakes and the like. The authentic Sunnah only mentions prayer, dhikr, supplication, and charity in the case of an eclipse.
Some scholars have held that the eclipse prayer is prescribed for an earthquake. I am not aware of any text from the Prophet (peace and blessings be upon him) regarding this; rather, it is narrated from Ibn Abbas (may Allah be pleased with him).
It is established by the evidence of the Shari'ah that acts of worship are based on divine legislation, and nothing is prescribed except what is indicated by the Book and the authentic Sunnah. This is based on the saying of the Prophet (peace and blessings be upon him):
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد

Its authenticity is agreed upon from the hadith of Aisha (may Allah be pleased with her). Muslim also narrated it in his Sahih from her (may Allah be pleased with her) with the wording:
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد
