A: Yes, a congregation is established for them, and it is obligatory for them to pray in congregation if they missed the first congregation; due to the generality of the verses and hadiths commanding prayer in congregation. However, its virtue is not like the virtue of the first congregation. It is established that a man entered the mosque after the people had prayed, and the Prophet (peace and blessings be upon him) said:
Who will give charity to this man and pray with himمن يتصدق على هذا فيصلي معه
Sahih Ibn Hibban 10:694
And the saying of the Prophet (peace and blessings be upon him):
A man's prayer offered with another man is purer than his prayer which he offers alone, and his prayer with two men is purer than his prayer with one and if they are more (in number), it is more beloved to Allahصلاة الرجل مع الرجل أزكي من صلاته وحدهه وصلاته مع الرجلين أزكي من صلاته مع الرجل وما كان أكثر فهو أحب إلى الله
