Q: The municipality granted me a plot of land from the low-income housing lands, three years ago. I have intended in my heart to sell it if a suitable price comes, as its location is not suitable for me.
The question is: Is there zakah on this land? And if there is zakah on it, do I pay zakah for three years or for one year? Please issue a ruling for us, may Allah reward you.

A: If you intended to sell it, you must pay zakah on its value once a lunar year has passed from the time you resolved to sell it. This is based on what Abu Dawud (may Allah have mercy on him) narrated from Samurah ibn Jundub (may Allah be pleased with him) who said:
The Messenger of Allah (peace and blessings be upon him) ordered us to give charity from what we prepare for saleأمرنا رسول الله أن نخرج الصدقة مما نعده للبيع
, and there are corroborating narrations indicating its meaning. And success is from Allah.
