Machine translationRead the Arabic original
The Shaykh :"It contains issues: The first is the prohibition of cursing the wind" Is the prohibition for prohibition or for dislike?
The student: It means prohibition.

The Shaykh : The prohibition is for prohibition.
"The second is guidance to the beneficial speech when a person sees what he dislikes" by saying
O Allah! I ask Thee for what is good in it, and the good which it contains, and the good of that which it was sent for. I seek refuge with Thee from what is evil in it, what evil it contains, and the evil of that what it was sent for اللهم إني أسألك خيرها وخير ما فيها وخير ما أمرت به وأعوذ بك من شرها وشر ما فيها وشر ما أمرت به
Sahih Muslim 899b

"The third is guidance to the fact that it is commanded" from His saying
You have commanded it to do. ما أمرت به

"The fourth is that it may be commanded to do good and it may be commanded to do evil" due to His saying
The good You have commanded it to do and the evil You have commanded it to do. خير ما أمرت به وشر ما أمرت به
, and the summary is that a person must not object to the divine decree and destiny of Allah, and must not curse the divine decree and destiny of Allah, and must be submissive to His cosmic command just as he must be submissive to His legislative command, because these creatures do not possess the ability to do anything except by the command of Allah (Glorified and Exalted is He).

The questioner : O Shaykh, the common people ... curse it ...

The Shaykh : Is it permissible? They must be prohibited from doing that, and it must be made clear to them that this is forbidden.

The questioner : ... on the way of ... this

The Shaykh : How?

The questioner : ...

The Shaykh : What does it say?

The questioner : He says...

The Shaykh : No, this is a report, but he does not say "it came with the severity of Allah, may Allah curse it, Allah does this to it," that is not permissible, even if it has already passed. As for saying "this is a severe wind" or "a wind that destroyed a lot," there is nothing wrong with that, yes.

The questioner : ...

The Shaykh : Yes, all evils are generally relative evils. Everything Allah creates of evil is a relative evil; it may be good for the person himself upon whom it was decreed.
