Discussion on the issue of whether a person is held accountable for the actions of the heart that have no connection to the limbs?

Machine translationRead the Arabic original
The student : Continuing on the topic is the hadith of the Prophet (peace and blessings be upon him), his saying:
The killed one was eager to kill his opponent
Sahih al-Bukhari 6875
.

The Shaykh : What are you... Qamar.
The student : I want a collection, I mean.

The Shaykh : Who is it that the Messenger said about:
The killed one was eager to kill his opponent.
Sahih al-Bukhari 6875
Who is it?
The student : The one who fought his companion.

The Shaykh : The one who carried out the act, the problem is over.
The student : But the similarity here.

The Shaykh : The problem is over, he carried out the act.
The student : He carried out the act, but the killing did not happen, meaning he carried out its causes.

The Shaykh : Okay, is he held accountable or not held accountable?
The student : Our Shaykh... the issue, I mean.

The Shaykh : No, what is the issue? Let us take and give for clarification. Is he held accountable for what is in his intention or for what came from his action? The question?
The student : For both, for both in this context.

The Shaykh : Okay, and is he held accountable for one of them independently of the other?
The student : Yes, if there is eagerness for it.

The Shaykh : The evidence.
The student : That he was eager.

The Shaykh : The evidence is more specific than the call. He was eager, speaking about a person who carried out the knowledge for which he was eager in his heart. So the evidence is more specific than the call. And I asked you: is he held accountable if one of them is independent of the other? You answered and cited evidence, and we refuted your evidence with what preceded from me and repetition. But I want to draw your attention to the fact that the answer is still wrong from another side. Is a person held accountable for an action that came from him without a heart's intention? Your words include that.
The student : You answered with eagerness.

The Shaykh : You did not restrict it... whereas when I asked you, your words were general.
Another student: ... in the reward, it is the same.

The Shaykh: Yes.
The student : ... in the reward, it is the same.

The Shaykh : The same case.
The student : He did not do anything; he wished to have what this person has.

The Shaykh : The same case, may Allah bless you, speak.
The student : The hadith says.

The Shaykh : It says, the same answer.
Another student: But.

The Shaykh: Go ahead.
The student : May Allah protect you, I mean, so that it is not understood, and without doubt, if Allah wills, it will not be understood, but further clarification that the opposite is rewarded for the Muslim, I mean.

The Shaykh : This is known from a hadith in which Allah says to His angels:
If My servant intends a good deed but does not do it, write it for him as one good deed. And if he intends an evil deed and does it, write it as one evil deed. And if he does not do it, do not write anything for it.
, in the narration of Muslim:
Write it for him as one good deed, because he only left it because of Me.
, this is known, and may Allah reward you with good for the good reminder.
The student : In the context of creating an issue, some argue with His saying (Glorified and Exalted is He):
That is because they disliked what Allah revealed
[Muhammad 47:9]
So you said in the first answer that what is specific to faith is outside this rule.

The Shaykh : Of course... hasten to good, otherwise we hasten to good.
The student : What Allah willed!
