Answer: It is better for women not to enter Makkah for the purpose of tawaf than for them to enter; because in most cases, the prescribed covering is not achieved by them, and they do not take precautions against crowding with men at the Black Stone and elsewhere. Thus, it is known that not entering is more preferable and better than entering; because warding off harms takes precedence over seeking benefits, especially when the benefit of their entry pertains only to them, while the harm resulting from it affects them and others, as is evident from the condition of women today, except for whom Allah has mercy. And success is from Allah.
